Permit for the permanent residence on the territory of Slovak republic is granted for the first time for the period of five years ("first permit").
The Police Authority grants the first permit to a foreign national:
  • who is a spouse of a Slovak citizen with permanent residence in the territory of the Slovak Republic or who is a direct dependent relative of a Slovak citizen with permanent residence in the Slovak Republic
  • who is a single child younger than 18 years and has been placed under the custody of a foreign national who is a spouse of a Slovak citizen with the permanent residence in the Slovak Republic
  • who is a single child younger than 18 years of a foreigner with the permanent residence permit or a child younger than 18 years that has been placed under the custody of a foreign national with the permanent residence permit
  • who is a dependent child older than 18 years of a foreign national with the permanent residence permit
  • or, in special cases, if it is of the interest to the Slovak Republic
If a citizen of another EU/EEA member state wants to settle in Slovakia for longer than three months, his/her residence is, based on the fulfillment of some criteria, automatically considered as a permanent residence of a first permit (see the article Residence of EU citizens… in the section Residence/General information).

The Police Authority shall decide within 90 days of submitting the application.

The applicant must attach the following documents:
  • passport and two photographs in passport format (3 x 3, 5 cm)
  • document providing important facts for granting the residence (the purpose of residence)
  • document proving clear criminal record
  • document proving financial coverage of his/her stay
  • document about accommodation
  • confirmation that the foreign national will not be a burden for the Slovak social security system
Within 30 days of granting the residence permit you will have to provide another two documents to the police:
  • confirmation about the health insurance in the Slovak republic
  • confirmation (not older than 30 days) that a foreigner does not suffer from any illness constituting a threat to public health; document is not required by an applicant who have been granted a temporary residence permit

Application

An application must be submitted on an official form issued by the Ministry of Interior of the Slovak Republic. The form is available for download here.

Photos

Purpose

Depends on individual situation, in the case of a family reunion it can be for example a marriage certificate. It is best to consult this directly with the police department.

Criminal Record

The clean criminal record of a foreign national is proven by submitting an extract from the criminal registry of the Slovak Republic and by an extract from the criminal registry in the country of which the applicant is a citizen, as well as the extract from criminal registry from the state/-s, where the applicant has resided within past 3 years. Finances

The stay of the applicant must be financially covered at least in the amount of a statutory "monthly life minimum" (till July 2011 the sum of statutory life minimum is EUR 189,83/month), at least for one year of stay. The financial coverage can be proved either by submitting a bank account statement or by submitting a confirmation given by the employer about the applicant's monthly salary. Foreign nationals applying for a permanent residence permit for the purpose of family unification may document their financial coverage by a verified written affirmation of a person with whom they are applying for family unification, and a bank statement of such person or an employer's confirmation of such person's monthly salary. 

Accommodation

If the applicant owns a property in Slovakia, the accommodation can be proved by the property title deed. If the applicant intends to stay in a rented flat or a house, he/she submits a lease contract accompanied by the property title deed of the landlord. If the applicant plans to stay in a hotel or hostel, he will submit a written confirmation given by the accommodation facility. If the applicant wishes to stay at his friends' or family, he shall submit their written affirmation (verified and stamped by a Slovak public notary) accompanied by their property deed title.

Social security

Applicant's written affirmation that he/she will not become a burden for the Slovak social security system is required.

Medical Documents

A Health Insurance Certificate and a Medical Certificate proving that you do not suffer from any infectious disease shall be submitted within 30 days after having obtained the temporary residence permit or after having entered Slovakia. The Medical Certificate cannot be older than 30 days and must be issued by one of these facilities

Notice for US citizens. A federal Identification Record (criminal history record) valid for the whole territory of the United States of America is required when applying for a residence permit. A national Identification Record valid only for the territory of one state is not sufficient. Allow approximately 13 weeks for processing of your request. Therefore it is necessary to make the request with sufficient advance. The federal  Identification Record is issued by the FBI and it has to be authenticated by an apostille. 

A foreigner can be granted permanent residence for an indefinite period after 5 years from having obtained the first permit and following his/her further application (See Further permit for permanent residence).

Documents enclosed with the application cannot be older than 90 days, otherwise the Police Department will not accept them. Each document issued abroad must be translated into Slovak language by a certified translator and duly verified (e.g. by attached apostille clause or so-called superlegalization).
