In 1992 the Council of Europe passed the European Convention on the Participation of Foreigners in Public Life at Local Level. This convention classifies "foreigners" as persons who are not citizens of the state, in which they legally reside.

All signatories of the said convention pledge to ensure, that the foreign residents will have the following rights, under the same conditions, which apply to the citizens of each state:

  1. the right to freedom of expression; this right shall include freedom to hold opinions and to receive and impart information and ideas without interference by public authority and regardless of frontiers. This article shall not prevent States from requiring the licensing of broadcasting, television or cinema enterprises;
  2. the right to freedom of peaceful assembly and to freedom of association with others, including the right to form and to join trade unions for the protection of their interests.

The right to freedom of association also implies the right of foreign residents to form local associations of their own for purposes of mutual assistance, maintenance and expression of their cultural identity or defence of their interests in relation to matters falling within the province of the local authority, as well as the right to join any association.
